Brewing Discontent Within the Intelligence and Security Services

Operatives from the State Intelligence and Security Service (SINSE) recently addressed a letter to President José Eduardo dos Santos, in which it gave an account of the increasing levels of discouragement among their ranks, due to a lack of leadership and poor working conditions. SINSE has a budget of KZ 66.6 billion (US$695 million) for the current year. Funds were also fairly generous in previous years. However, the distribution of much of these funds remains a mystery to the operatives. In the confidential correspondence sent to the President, SINSE operatives request that José Eduardo dos Santos agrees to attend a meeting with them, so that they can explain their grievances and the institutional impediments preventing them from doing their work. Human rights defender Rafael Marques de Morais sent a letter to president Dos Santos, in his capacity as the highest magistrate in the country, on February 15, urging him to take action on human rights abuses. In the letter, the author denounced the failure of the Attorney General’s office in investigating cases of assassination and torture in the diamond-rich provinces of Lundas, in northeastern Angola. The Office of the Attorney General is, by law, a branch of the Presidency. Last November, the attorney-general’s office notified Rafael Marques de Morais that it had shelved the criminal complaint he had lodged a year earlier against nine generals, after a preliminary hearing. As body of evidence, Rafael Marques de Morais filed his book Blood Diamonds: Torture and Corruption in Angola, published in Portugal in 2011. Alternating Demonstrations: Political Protest and the Government’s Response in Angola

In March 2011, at the height of the North African street protests, an anonymous letter went viral. It called for a mass demonstration in Luanda’s Independence Square, in the capital of Angola, on March 7, 2011. At this symbolic demonstration, the police arrested all seventeen individuals who attended, including three journalists and their driver who were there to cover the event. The ruling Popular Movement for the Liberation of Angola (MPLA) politburo accused Western intelligence services, as well as pressured groups in Portugal, Italy, France, Belgium, Great Britain, and Germany, of disseminating the online letter that demanded an end to President Jose Eduardo dos Santos’s thirty-two year rule. Guards on Trial After Being Jailed in ‘Cash Machine’

Fifteen soldiers from the Central Protection and Security Unit (DCPS) in the Military Bureau of the Angolan Presidency (Casa Militar) appeared in the Luanda Regional Military Court on Tuesday, accused of making a collective demand for better salaries and better living and working conditions. The charges follow an incident on 7 September last year, when 224 soldiers from the unit in question signed a petition addressed to the commander of the Presidential Guard Unit (UGP), Lieutenant General Alfredo Tyaunda, complaining of poor working conditions and salaries. The soldiers sent copies of the petition to the Military Judicial Police, the Military Prosecutor and the Chief of Staff of the Angolan Armed Forces (FAA). Besides demanding decent salaries, the soldiers claimed proper salary slips, and for their salaries to be paid directly into a bank. Strike at Angolan National Radio

Angolan National Radio staffers are set to go on strike on Friday, August 24, after the expiration of a deadline for negotiations between the management and the workers. On May 24 this year, the local branch of the Angolan Journalists’ Union met with RNA employees, who collectively demanded a salary increase of around 300 percent, amongst other claims. The coordinator of the union committee, Luísa Rangel, highlighted the desperate situation of many RNA professionals. She recalled how her colleague, the reporter Luís Tara, had committed suicide a year ago. “He went and stabbed himself in front of the chairman of the board’s office, to draw attention to his unbearable situation as a result of the humiliating treatment by the management.” He was treated in hospital for the stab wounds, but then hung himself a few days later. The kick-start of the ruling People’s Movement for the Liberation of Angola (MPLA), and president José Eduardo dos Santos campaign trail, on June 23, in the 11 de Novembro stadium, elicited the shadow and the real power of another dos Santos. The Presidency’s Assault on the Sick

The amount was to be paid to the Multiperfil Clinic in Luanda for three days of in-patient malaria treatment. The clinic was formally established in 2002 by the Council of Ministers, by Decree 33/02, for “the rendering of public services.” The same decree also assigned to the clinic the category of public institution, directly accountable to the government and the Presidency of the Republic. Through Resolution 09/02, president José Eduardo dos Santos granted his own office the power to directly oversee the clinic. Rapper and Activist Luaty Beirão Released

The Angolan activist rapper Luaty Beirão was released from custody by the Portuguese police on the evening of June 12. The day before, the rapper travelled to Lisbon, in a flight from Luanda, and was swiftly arrested at the airport upon collecting his luggage, which contained cocaine. Luaty was released without charges. While the investigations continue, the rapper, who has dual citizenship, including the Portuguese, must report to the police, if he is to be absent from the country for more than five days. According to his producer and friend, Pedro Coquenão, customs officials found a packet of cocaine inside the tyre of his bicycle, which he had checked-in from Angola, wrapped in plastic, in order to exchange it in Lisbon, where he had previously bought it. The (Un)popularity and Success of Dos Santos

The electoral campaign kick-off held by the MPLA last Saturday, June 23, remains a topic of concern due mainly by its propaganda coverage by the state media. The rally, in the November 11 Stadium in Luanda, sought to demonstrate the popularity of the MPLA’s presidential candidate, José Eduardo dos Santos. Since March 2011, the image of the president of the MPLA has been damaged by symbolic and successive protests, held by a handful of youths, who have demanded his resignation after 32 years in power. The significance of these protests can be found on the international stage, especially in North Africa, where three dictators – Ben Ali, Mubarak and Ghaddafi – were deposed by popular uprisings.
