Step forward Baptista Sumbe, who occupied that position between 1997 and 2009. In 2006, for the sum of US $400,000, Baptista Sumbe and his wife Rosa acquired approximately 550 square meters of land, demarcated as Plot 4, Block 3, Section 11 of the Royal Oaks Country Club in Houston, Texas. They borrowed $306,000 from the Compass Bank on June 26, 2006 to help pay for it. So far, so legit. But Baptista Sumbe didn’t really need a bank loan. Sonangol’s Billion-Dollar Headache

Evidence has reached Maka Angola that Sonangol’s debts to major oil corporations are far in excess of the US $300 million  owed to Chevron as reported last month. Faced with a Sonangol news release that noted the Chevron monies were “under review” prior to payment, other foreign creditors have grown anxious about the multi-million sums they too are owed. Maka Angola has been supplied with figures showing unpaid cash calls to three other oil majors operating in the Angolan oilfields. They reveal that as of October 2016, Sonangol owed its creditors at over one billion US dollars. Diamond Barons Sued for Destruction of Farmland

A ‘war’ between diamond mining interests and locals in northeastern Angola that has resulted in the destruction of 402 privately-owned fields of assorted crops in the last year alone, has forced the area’s traditional chiefs, or Sobas, to file suit against the mining conglomerate and six named individuals. The lawsuit, filed today, seeks redress for actions attributed to the Angolan diamond mining conglomerate, Sociedade Mineira do Cuango Lda. (SMC) and five of its managerial team: Artur Jorge Gonçales (President of the Board), Victor Nunes (Logistics and Security Manager), Filipe Luis (Administrative and Financial Manager), Mike Weir (Operations Director) and Firmino Valeriano (Deputy Operations Director). The complaint alleges criminal behaviour, including extortion and theft, and the violation of individuals’ property rights under Article 37 of the Constitution, and demands action by the Attorney General’s office to institute criminal proceedings against those responsible. Angola’s Greatest Work of Fiction: The Budget

A much-lauded cartoon by Angola’s premier pictorial satirist Sérgio Piçarra recently depicted the state of the country’s economy, thanks to José Eduardo dos Santos, the country’s President for the past 37 years. In his depiction, Angola has a ‘Real Economy’, and a ‘Virtual Economy’, but there is an even third one, the ‘Fictitious Economy’. It’s a reflection of a truth: every year the Angolan state budget (Orçamento Geral de Estado) is a mixture of the actual (real), anticipated (virtual) and the ‘only on paper’ (fictitious) spending for the year ahead. Standard Chartered Bank Gets Wise to Angolan Corruption

Standard Chartered Bank has reportedly declined to authorize a US $300,000 payment from the Angolan state-owned oil giant Sonangol to a Maltese-registered shell company named ‘Wise Intelligence Solutions’ on suspicion of money laundering, conflict of interest and corruption. Information supplied to Maka Angola from sources in London, UK, shows that the private company’s registered owner is none other than Sonangol President Isabel dos Santos. She is the daughter of President José Eduardo dos Santos, who appointed her to the job last June, and the first female African billionaire. The sources say there are grounds to believe that ‘Wise’ is a shell company and that the transfer of funds was unjustifiable. The six-figure payment to ‘Wise’ was purported to be payment for “consultancy services”. When the United States warns of the risks of handing control of Angola’s banks to politically exposed people (i.e. President José Eduardo dos Santos, his family members, and the Generals who back him), this is not an idle warning. Sonangol “Can’t Even Afford Toilet Paper”

Employees at the Angolan oil giant have flushed out some startling news about Sonangol’s continued decline. Since President José Eduardo dos Santos put his daughter, Isabel (Africa’s first female billionaire), in charge the oil giant’s fortunes “are in the toilet”. At the company’s headquarters, in a custom luxury US $400 million  building, in which over-invoicing reached hallucinatory levels, officials are confronted with a stark reality. Angola’s Lawless Lawmen

In Angola there is a well-known Portuguese saying that sums up the disconnect between appearance and reality: “para o Inglês ver” (literally “for the Englishman to see”). How apt. For it appears that the entire state apparatus under President José Eduardo dos Santos’s rule – constitutional guarantees, democratic principles and the rule of law –exist only for appearances’ sake. The latest example of blatant disregard of the law involves none other than Angola’s most senior lawman, the Attorney General of the Republic, General João Maria Moreira de Sousa.
