When You Can’t Shoot, Sue!

Recently, the Angolan ruling party MPLA proposed, in Parliament, that the outgoing President and Vice-President be given absolute immunity from prosecution for any crimes they committed while in office. Consequently, within days the regime has launched new indictments against whistle-blower and human rights defender, Rafael Marques de Morais. Rafael Marques de Morais is the fearless, award-winning editor of the online news site Maka Angola. It focuses on  investigating and publishing citizens’ complaints about the all-too-common cases of corruption, abuse of power and human rights violations in oil-rich Angola. Nobody Wants to Kiss the General

Reports of bizarre behavior by the Angolan President’s loyal henchman, General José António Maria, aged 74, have become so frequent that people are openly questioning whether the elderly security head honcho is succumbing to senility. Already past the official retirement age, the man better known as General “Zé Maria” remains the head of the Military Intelligence and Security Service (Serviço de Inteligência e Segurança Militar, SISM) despite the concerns for his mental health. Once again his unprofessional behavior towards female employees is causing a stir in Luanda. The General is a notorious womanizer, who propositions almost every woman he encounters. Angola’s gravy train has been rumbling along one set of tracks for the past 37 years, with all-encompassing corruption tainting the ruling MPLA party under President José Eduardo dos Santos. Sonangol on the Brink

Putting the President’s daughter in charge of Angola’s national oil company has been such a ‘good move’ that the company is now reported to be on the brink of bankruptcy. The ‘genius’ businesswoman and her cabal of Portuguese consultants have succeeded only in a level of mismanagement greater than ever before. And so it has come to pass that the state monopoly that controls Angola’s main source of income is now reduced to the role of beggar. The Power Behind Cabinda’s Power Stations

Why would Angola’s President José Eduardo dos Santos issue a presidential decree (25/17) in February this year to award an estimated US $200 million r contract for a 100 Megawatt bi-fuel power station in Cabinda to an unknown entity named “Vavita Power S.A.”? It’s a sweet deal: as spelled out in that presidential decree, it is a renewable 25- year arrangement accompanied by purchase guarantees, thanks to an Energy Acquisition Contract (Contrato de Aquisição de Energia, CAE) that obliges future governments to buy whatever energy is produced for the National Grid (Rede Nacional de Transporte, RNT). So far as industry experts have been able to ascertain, Vavita is what they call a ‘ghost’ company, based in the central headquarters of a bank with no branches. Dams for the Damned

When China and Angola signed a US $4.5 billion financing agreement last year to fund the construction of a dam and hydro-electric power station at Caculo Cabaça in Kwanza-Norte province, did the Chinese realize this project would be for the benefit of the Angolan President’s daughter? The loan from the Industrial and Commercial Bank of China (ICBC), is meant to pay for the services of the consortium selected to build the hydro-electric dam. But the backstory reveals, yet again, how President José Eduardo dos Santos uses his presidential decrees and orders to enrich his own family. Isabel dos Santos and the Right of Reply

Isabel dos Santos, self-described ‘African billionaire businesswoman’ and head of the Angolan national oil company, Sonangol, (appointed by her father, the President of Angola, José Eduardo dos Santos) was clearly rattled by the report published here on Maka Angola last week, entitled ‘Sonangol’s Slush Fund Salaries’ and has sent an official response. Maka Angola is delighted to afford the Sonangol President the right of reply. Sonangol’s ‘Official Reaction’ states (without offering proof) that the report was incorrect. And yet, instead of supplying alternative data, the response serves to confirm the inside information supplied to Maka Angola. (1) Sonangol’s whistleblowers reported elevated salaries for the board.
