Presidential Guards’ Trial to Resume

The trial of 15 soldiers of the Angola’s Presidential Guard will resume in the Luanda Regional Military Tribunal on Friday, September 28. The members of the Central Protection and Security Unit (DCPS) in the Military Bureau of the Angolan Presidency are accused of the crime of making “demands in a group”, for claiming fair wages and better working conditions. During the September 21 hearing, the judge heard three witnesses to try to establish whether the accused had made group demands in an unruly or riotous manner, as they are accused of doing. The witnesses confirmed only that the soldiers had delivered a petition without any provocative or aggressive behaviour. Guards on Trial After Being Jailed in ‘Cash Machine’

Fifteen soldiers from the Central Protection and Security Unit (DCPS) in the Military Bureau of the Angolan Presidency (Casa Militar) appeared in the Luanda Regional Military Court on Tuesday, accused of making a collective demand for better salaries and better living and working conditions. The charges follow an incident on 7 September last year, when 224 soldiers from the unit in question signed a petition addressed to the commander of the Presidential Guard Unit (UGP), Lieutenant General Alfredo Tyaunda, complaining of poor working conditions and salaries. The soldiers sent copies of the petition to the Military Judicial Police, the Military Prosecutor and the Chief of Staff of the Angolan Armed Forces (FAA). Diamond Digger Shot Dead in Cafunfo

Nelson Miguel Muatxicungo, a diamond digger, was shot dead on Friday evening by guards working for the private security company Bicuar in the Lunda Norte province, Angola. Muatxicungo worked in the informal sector of the diamond industry in the Tchimango area of Cafunfo, part of Cuango municipality. He died after being shot in the chest around 8pm. Bicuar was hired six months ago by the mining company Sociedade Mineira do Cuango, which controls the diamond sector in that region. The largest private security company in the country, Teleservice, previously provided security services there. Newborn Dies of Neglect at Luanda Hospital

Groaning with the pains of labor, Florinda Domingos writhed on the ground in the parking lot at the Augusto N’gangula Maternity and Pediatric Hospital in Luanda on the night of September 9. Bystanders called for the medical team to come and attend to the woman in labor, who had been ordered out of the hospital waiting room by guards acting on the orders of the hospital staff. Her family members and other patients’ relatives also called frantically on the hospital personnel, who were ignoring calls for help. Ms. Domingos’s sister-in-law, Flora Rosita, told Maka Angola that Florinda “was thrown out of the waiting room by the guards because the doctors said she was only permitted to enter the waiting room at midnight.” Cândida Nimila, another sister-in-law, explained that the hospital staff had ordered that Ms. Domingos receive attention only at midnight. CASA-CE Candidate Detained

Dimacha da Conceição André, a CASA-CE parliamentary candidate in Friday’s election in Angola, has been under detention since Thursday, August 30, after being arrested at a demonstration outside the National Electoral Commission (CNE) headquarters in Maianga, Luanda. She was one of eight demonstrators detained by police, along with six passersby. Of the 14 detainees, 13 were still in custody on Saturday night. About 20 demonstrators marched on Thursday afternoon to demand that the party’s electoral observers receive accreditation. Just over 100 metres from the CNE building, police officers fired live ammunition to disperse the demonstrators and then began beating them with batons. Land Rush End in Summary Trials

A rumour that the municipal administration of Cacuaco, Luanda, was to distribute land in the farming area known as Kilometre 30, resulted in almost 100 detentions and summary convictions by the Cacuaco municipal court on Monday, August 13. Maka Angola has confirmed that more than 40 people, 22 of them women, were sentenced individually to a suspended prison sentence of three months, converted to a 49,000 kwanza fine (US $490). The news that plots of land were to be allocated prompted multitudes of people to the area. But for no apparent reason, members of the National Police at the scene started arresting people at random. Scuffles and Arrests During Electoral Campaign in Benguela

By António Capalandanda,   The National Police, arrested Calisto Kavoli, the municipal secretary of UNITA for the province of Benguela, during a dispute which took place last Friday, between militants from his party and MPLA supporters, over the placement of election posters in Benguela. At around 2 PM, a group of over 20 members of Revolutionary Youth of Angola (JURA), the youth branch of UNITA, approached the Rotunda da Cruz Vermelha [Red Cross Roundabout], in the city of Benguela, and began tearing up MPLA pamphlets there. Fatal Victims in Clashes Between UNITA and MPLA

By António Capalandanda and Rafael Marques de Morais: Over the last few months there has been an increase in the level of violence between the ruling MPLA and UNITA supporters in Huambo and Benguela. These two provinces are electoral battlegrounds of extreme political symbolism for the two largest national political parties. Sparse coverage in the media and a lack of dialogue across society regarding this increasing tension foreshadows a climate of mistrust amongst citizens and growing fear with regard to the upcoming elections on August 31, as well as its aftermath. Maka Angola brings to light some recent incidents so that the public can be better informed about current focal points of tension. Supporters from both the MPLA and UNITA, and especially their leaderships, share a burden of increased responsibility in promoting political stability and maintaining peace. Rapper and Activist Luaty Beirão Released

The Angolan activist rapper Luaty Beirão was released from custody by the Portuguese police on the evening of June 12. The day before, the rapper travelled to Lisbon, in a flight from Luanda, and was swiftly arrested at the airport upon collecting his luggage, which contained cocaine. Luaty was released without charges. While the investigations continue, the rapper, who has dual citizenship, including the Portuguese, must report to the police, if he is to be absent from the country for more than five days. According to his producer and friend, Pedro Coquenão, customs officials found a packet of cocaine inside the tyre of his bicycle, which he had checked-in from Angola, wrapped in plastic, in order to exchange it in Lisbon, where he had previously bought it. Demobilized Soldiers Protest in Luanda

Up to 3,000 demobilized soldiers staged a surprising protest today, in the capital Luanda, marching towards the presidential palace. They went to claim disability pensions and the dues owed to them for years of military service. Initially, the group departed at around 9 am from the general headquarters of the Angolan Armed Forces (FAA), and walked almost three kilometers to the gates of the Ministry of Defense, which is just a few hundred meters from the presidential palace. With remarkable organizational and tactical skills, the former soldiers pushed through three barriers strongly manned by the presidential guard and riot police, and fought off the police batons and the canine brigade with kicks.
