Angolan Presidential Guards on Trial for ‘Insubordination’

Fourteen soldiers for the Central Protection and Security Unit (DCPS) in the Military Bureau of the Angolan Presidency are to stand trial in the Luanda Regional Military Court starting September 18, charged with the crime of “making collective demands” (exigência em grupo). On September 7 last year, 224 soldiers from the unit in question signed a petition addressed to the commander of the Presidential Guard Unit (UGP), Lieutenant General Alfredo Tyaunda, complaining of poor working conditions and salaries. The soldiers sent copies of the petition to the Military Judicial Police, the Military Prosecutor and the Chief of Staff of the Angolan Armed Forces (FAA). The soldiers expressed dissatisfaction with the unequal salaries accorded to the different military units associated with the Presidency. Newborn Dies of Neglect at Luanda Hospital

Groaning with the pains of labor, Florinda Domingos writhed on the ground in the parking lot at the Augusto N’gangula Maternity and Pediatric Hospital in Luanda on the night of September 9. Bystanders called for the medical team to come and attend to the woman in labor, who had been ordered out of the hospital waiting room by guards acting on the orders of the hospital staff. Her family members and other patients’ relatives also called frantically on the hospital personnel, who were ignoring calls for help. Ms. Domingos’s sister-in-law, Flora Rosita, told Maka Angola that Florinda “was thrown out of the waiting room by the guards because the doctors said she was only permitted to enter the waiting room at midnight.” Cândida Nimila, another sister-in-law, explained that the hospital staff had ordered that Ms. Domingos receive attention only at midnight. Violence and Arson in Bié

On August 21, traditional community leader (soba) Arão Massanga Simão was beaten and struck on the head with a machete. He had allowed a UNITA flag to be hoisted in the village of Muyumba, which falls under his jurisdiction. Located in Sachenomuna commune, in the municipality of Cuemba, the village has more than 6,000 inhabitants, half of whom are on the electoral register. “At around 2pm, four National Police officers, armed with PKMs, came to my house looking for me. I did nothing. One of them hit me on the head with the butt of his rifle”, said headman Simão. Strike at Angolan National Radio

Angolan National Radio staffers are set to go on strike on Friday, August 24, after the expiration of a deadline for negotiations between the management and the workers. On May 24 this year, the local branch of the Angolan Journalists’ Union met with RNA employees, who collectively demanded a salary increase of around 300 percent, amongst other claims. The coordinator of the union committee, Luísa Rangel, highlighted the desperate situation of many RNA professionals. She recalled how her colleague, the reporter Luís Tara, had committed suicide a year ago. “He went and stabbed himself in front of the chairman of the board’s office, to draw attention to his unbearable situation as a result of the humiliating treatment by the management.” He was treated in hospital for the stab wounds, but then hung himself a few days later. The MPLA’s program for government for the 5-year period of 2012-2017 outlines extraordinary progress in the provision of socio-economic infrastructure throughout the country. Statistics presented in the election manifesto are on a scale comparable only to industrialized nations with high levels of human development. After the World War II, the European countries and Japan benefitted from the Marshall Plan. They relied on the synergy of their people and of the international community for the process of reconstruction and the launch of their development programs. Rapper and Activist Luaty Beirão Released

The Angolan activist rapper Luaty Beirão was released from custody by the Portuguese police on the evening of June 12. The day before, the rapper travelled to Lisbon, in a flight from Luanda, and was swiftly arrested at the airport upon collecting his luggage, which contained cocaine. Luaty was released without charges. While the investigations continue, the rapper, who has dual citizenship, including the Portuguese, must report to the police, if he is to be absent from the country for more than five days. According to his producer and friend, Pedro Coquenão, customs officials found a packet of cocaine inside the tyre of his bicycle, which he had checked-in from Angola, wrapped in plastic, in order to exchange it in Lisbon, where he had previously bought it. Demobilized Soldiers Protest in Luanda

Up to 3,000 demobilized soldiers staged a surprising protest today, in the capital Luanda, marching towards the presidential palace. They went to claim disability pensions and the dues owed to them for years of military service. Initially, the group departed at around 9 am from the general headquarters of the Angolan Armed Forces (FAA), and walked almost three kilometers to the gates of the Ministry of Defense, which is just a few hundred meters from the presidential palace. With remarkable organizational and tactical skills, the former soldiers pushed through three barriers strongly manned by the presidential guard and riot police, and fought off the police batons and the canine brigade with kicks. The (Un)popularity and Success of Dos Santos

The electoral campaign kick-off held by the MPLA last Saturday, June 23, remains a topic of concern due mainly by its propaganda coverage by the state media. The rally, in the November 11 Stadium in Luanda, sought to demonstrate the popularity of the MPLA’s presidential candidate, José Eduardo dos Santos. Since March 2011, the image of the president of the MPLA has been damaged by symbolic and successive protests, held by a handful of youths, who have demanded his resignation after 32 years in power. The significance of these protests can be found on the international stage, especially in North Africa, where three dictators – Ben Ali, Mubarak and Ghaddafi – were deposed by popular uprisings. Another War Veteran Detained After Protests

José Fernandes de Barros, 48, a member of the former Popular Armed Forces for the Liberation of Angola (FAPLA) Sergeants’ and Soldiers’ Claims Committee, was detained on the morning of June 25 by the Military Police. According to Barros, who has been able to speak to Maka Angola, the members of his committee were called to the Military Police Unity in Grafanil, Viana, to receive a single payment of 55,000 kwanzas (US $550) each. “We had the papers for us to receive the 55,000 kwanzas. When I handed mine over, they told me that I had already been paid.
