The never-ending story of Angola’s long-serving President José Eduardo dos Santos (36 years in power and counting) and his billionaire family has resulted in yet another lawsuit being presented to the Office of Attorney General of the Republic for action.  This time, the alleged offender is the president’s Congolese son-in-law, Sindika Dokolo, the multi-millionaire businessman hitherto eclipsed by his billionaire wife, Isabel dos Santos. In short, a provincial governor already accused of illegitimately helping himself to land, then allowed the President’s son-in-law to acquire enough land to found a small city for a peppercorn price of less than US$10,000. When China and Angola signed a US $4.5 billion financing agreement last year to fund the construction of a dam and hydro-electric power station at Caculo Cabaça in Kwanza-Norte province, did the Chinese realize this project would be for the benefit of the Angolan President’s daughter? The loan from the Industrial and Commercial Bank of China (ICBC), is meant to pay for the services of the consortium selected to build the hydro-electric dam. Standard Chartered Bank Gets Wise to Angolan Corruption

Standard Chartered Bank has reportedly declined to authorize a US $300,000 payment from the Angolan state-owned oil giant Sonangol to a Maltese-registered shell company named ‘Wise Intelligence Solutions’ on suspicion of money laundering, conflict of interest and corruption. Information supplied to Maka Angola from sources in London, UK, shows that the private company’s registered owner is none other than Sonangol President Isabel dos Santos. She is the daughter of President José Eduardo dos Santos, who appointed her to the job last June, and the first female African billionaire. The sources say there are grounds to believe that ‘Wise’ is a shell company and that the transfer of funds was unjustifiable. The six-figure payment to ‘Wise’ was purported to be payment for “consultancy services”. Incompetence and Corruption Sinks Angola’s Development Bank

Angola’s state-owned banks, businesses and investment funds are all reportedly in trouble: either loss-making or on the brink of bankruptcy. The state oil giant, Sonangol, is floundering amid unpaid debts amounting to hundreds of millions of dollars; the crisis at the Credit and Savings Bank (the BPC, Banco de Poupança e Crédito) has led to a clean sweep of the board; and far from accumulating interest, the Angolan Sovereign Fund is losing hundreds of millions. The common denominator to their misfortunes is – according to the government – the disastrous plunge in oil prices. Not so, say economic analysts in Angolan and beyond. Shrugging off the legal challenges to her appointment as President of the Board of Director of Sonangol, the President’s daughter, Isabel dos Santos, has lost no time in showing how she means to restructure the state oil company.  Her first task has been to recruit 120 Portuguese staff to senior positions. The new recruits will join a further 50 consultants – also mostly Portuguese nationals – currently working as consultants and advisers to Isabel on behalf of the Boston Consulting Group and the Portuguese law firm Vieira de Almeida, who in effect are jointly running the Angolan state firm at this point. Machete Torture: More Human Rights Abuses in Diamond-Rich Region

“I am Angolan!”, the informal diamond digger keeps screaming in pain and in vain, while the guard repeatedly beats him on the palm of his hands with a machete. His citizen’s rights are ignored. As the guard becomes more violent, the victim screams for his mother repeatedly, but his humanity is ignored as well. “Shit! Pardon does not exist”, the guard who is commanding the beatings of up to ten miners, laughs louder. He is known as Bonifácio. Video evidence has emerged of vicious and sadistic beatings recently meted out to informal miners known as ‘garimpeiros’ by private security guards. The assaults took place just weeks ago in the diamond-rich area of north-eastern Angola. Isabel dos Santos: Africa’s Richest Woman and the Lie of Her Assets

When Isabel dos Santos sits down to count her billions, as Africa’s richest woman, much of that fortune is in stocks and shares which she counts as her own. Forbes estimates her wealth at US $3.3 billion. The reality, however, is that a large proportion (almost two thirds of her fortune) estimated at 1.6 billion Euros (US $1.8 billion) according to the Diário Economico’s calculations, corresponds to stocks in the Portuguese oil and gas company, Galp, which legally belong to the Angolan National Oil Company, Sonangol. General Eusébio counts on Friends in High Places to Protect Him

A recent report by Maka Angola detailing land appropriation by the Governor of Kwanza Sul Province, General Eusébio de Brito Teixeira, revealed how blatantly Angolan officials act in contravention of the most elementary rules of administrative procedure. It turns out that this was not an isolated act. Maka Angola has uncovered a second instance of illegal transfer of rural land by the same Governor – this time to a person who might be expected to offer the General  an “insurance policy” against punitive action. On January 26th, 2015, the Governor issued another land concession document to Soklinker Commercial Partners Ltd., granting surface land rights over 7,632 hectares of rural land for the purposes of construction. Soklinker is 75% owned by Sindika Dokolo, the husband of ‘First Daughter’ Isabel dos Santos, Africa’s richest woman. One such fairytale it that the current vice-president of Angola, Manuel Vicente, would succeed President José Eduardo dos Santos, who has been in power for 36 years. I always believed that the power would be eventually transferred to the son-prince José Filomeno dos Santos, whom the father appointed as head of Angola’s Sovereign Wealth Fund.
